Personally, I think that scrapping the project in the way the Diefenbaker government did was extremely stupid. If they wanted to cancel the project due to a KGB spy, or due to political pressure from the US, they could have at least left the blueprints and prototypes intact, thus maintaining a piece of Canadian history.
Unfortunately, the time of the interceptor was up, and they really didn't have much choice but to cancel the Arrow. They were, however, extremely irresponsible in how they dealt with the cancellation, especially after all the money that they had already spent on the project.
